Measure N - Pajaro Valley Health Care District Bond

In March 2024, when voters across the Pajaro Valley Health Care District approved Measure N, a $116 million bond measure which would allow the community to purchase the hospital property and make infrastructure improvements to the hospital, they sent a clear and powerful message: our community hospital matters. With that vote, we took another bold step toward reclaiming local control of our healthcare system and investing in a healthier, more secure future for everyone who calls this region home.

One of the most important aspects of the hospital being owned and operated by a healthcare district is ensuring transparency with the community. As part of the bond measure, we committed to openly sharing how taxpayer dollars are being spent and to involving the community directly to ensure those funds are used as approved by voters.

To that end, we invited the community to submit applications to be on our Measure N Citizens' Oversight Committee. We are pleased to have the following knowledgeable and dedicated community members serve on this committee.

Kermit "Butch" Cole - Watsonville Resident | Retired Hospital Employee | Advocate

Butch brings a deep institutional knowledge to the Oversight Committee through his 20+ years of service at Watsonville Community Hospital. Butch offers historical insight into the challenges faced by the hospital during its itme under for-profit ownership.

Fred L. Castillo - Watsonville Resident | Retired Radiology Department Leader | Advocate

Fred is a retired radiologic technologist with over 50 years of experience at Watsonville Community Hospital, where he rose from staff technologist to department manager. He also served over 20 years as President of the CAL-TEC Union and twice as President of the California Society of Radiologic Technologists. Fred is committed to ensuring transparency and accountability in hospital operations.

Caroline Eiskamp - Watsonville Resident | Business Owner | Health Care Advocate

Caroline Eiskamp is a long-time resident of the Pajaro Valley and corporate officer of Eiskamp Managment Group and JE Farms, Inc. A former Director of Pharmacy Services at the hospital and longtime board member of the Community Health Trust of Pajaro Valley, she brings a strong background in both healthcare and financial governance.

Julie Lambert - Aptos Resident | Finance Professional | Community Leader

Julie is the President of Lambert Corporate Solutions and a seasoned finance executive with a long history of community service. She previously held leadership positions at S. Martinelli & Company and Salud Para La Gente, and brings a wealth of experience in financial oversight and compliance. Her expertise in budgeting, analysis, and governance will help ensure the fiscal integrity of Measure N bond expenditures.

Stefan Jaskulak - Aptos Resident | Chief Financial Officer | Bond Oversight Specialist

Stefan is the CFO and Director of Administrative Services for the Midpeninsula Regional Open Space District, where he has overseen the implementation of a $300 million bond program and structured annual reporting systems for transparency and accountability. Stefan is passionate about supporting Measure N's success through professional-grade fiscal stewardship.

Raymon Cancino - Nonprofit Executive | Policy and Fiscal Expert

Ray is the CEO of Community Bridges, a leading nonprofit in the region. A graduate with a Master's in Public Policy, Raymon brings over a decade of experience in fiscal oversight and community health leadership. As a district resident with young children and aging in-laws who depend on local healthcare, Ray is personally invested in ensuring Measure N funds are used efficiently and transparently for the benefit of the entire community.
